I got something similar when I tried to post with Opera's free VPN on.
It is okay with it off though.
Firefox, no err just a blank page for any PM try.

I was reading through the FAQ (frequently asked questions) and found this:
Perhaps somebody can contact the forum creator/administrator, Jeremy Bernstein. There is a GitHub page for a Jeremy Bernstein who also resides in Berlin, Germany. He has CuteChess and Stockfish repositories. So maybe this is the same person. His last GitHub activity was in August 2021.

He apparently left the TalkChess Forum in June 2010 after a disagreement (big surprise there )

Perhaps he can activate certain features that are not currently available?

I am hesitant about writing Jeremy because I found a 2010 post of his here that pgn4web was added.
Then at his github, your link, it looks like his last chess related activity there was in 2014.
I can not decide if he disabled things here purposely or does not know that things are not working.
So, I have researched:
1) I can get images from a 'web drive' of mine (and use MediaFire to post my pgn's) to avoid using the attachment resources here.
2) I can use http://chess.tuxtown.net/game/ to post games here -from their site-, but it is a link that takes the reader to a different page (so 'open in new tab/window' would be an idea), for example:
View game, see 5.Bxg6!!: http://chess.tuxtown.net/game-replayer. ... f991059486

It seems that BitDefender is flagging "http://chess.tuxtown.net/game/" as a suspicious page. Not sure if this is just a bunch of nonsense by BitDefender (it would not be the first time) or something is amiss.
I really do miss your threads on Rybka! It's been so bad that I have resorted to following threads on another chess forum regarding non GPLv3 compliant Stockfish clones!
Its getting so bad that I have resorted to reading ChessQueen's stuff on TalkChess. . .
